a a a a a a a a a Chicago Tribune, Thursday, September 14, 1989 Section 2 11 Ex-Israeli official, Zionist leader Arye Dulzin New York Times News Service Arye Leon Dulzin, a former Israeli government official and former chairman of the World Zionist Organization and of Israel's Jewish Agency, died after a prolonged kidney, iliness Wednesday in Tel Hashomer Hospital in Tel Aviv. He was 76. Born in Minsk, Russia, in 1913, Mr. Dulzin had a lifelong interest in Zionism and in the plight of Russian Jews. He emigrated with his parents to Mexico in 1928 and in time became secretary general of the Zionist Federation of Mexico.

He was president of the organization from 1938 to 1942. He later became chairman of the political committee and president of the Mexican branch of the World Jewish Congress and was a delegate to several sessions of the Zionist Congress in Jerusalem. Mr. Dulzin settled in Israel in 1956 and joined the Jewish Agency, where he headed the economic department and investment bureau until 1965. He then was head of immigration, absorption and resettlement for the agency and was its treasurer from 1968 to 1978.

As a member of the Israeli Liberal Party, Mr. Dulzin joined the Cabinet of Prime Minister Golda Meir as a minister without portfolio in 1969 and was later affiliated with the Likud coalition headed by Prime Minister Menachem Begin. In 1986 he broke with the Liberals, and he and several other leaders formed the Liberal Center Party. He was elected chairman of the World Zionist Federation in 1978 and a short time later became chairman of the Jewish Agency. As head of that organization, he was deeply involved in Jewish emigration to Israel, and as chairman of the World Zionist Organization he was responsible for furthering the spread of the Hebrew language and Jewish culture and with promoting new Jewish settlements in Israel's occupied Arab territories.

He retired in 1987. In 1980 he was named an honorary doctor of humane letters by Yeshiva University in New York for his role in directing immigration and resettling Jews in Israel. Bernice Tannenbaum, chairman of the American section of the World Zionist Orgnization, described Mr. Dulzin as a leading force in modern Zionism who had helped draw the major religious streams of Judaism into the Zionist ranks. He is survived by his wife, Annette; a son, Alon; and a daughter, Debora, all of Tel Aviv.

William Fishbait Miller, retired House doorkeeper From Chicago Tribune wires GREENSBORO, N.C.-William "Fishbait" Miller, longtime coauthor a of a revealing book on doorkeeper of the House and some of its powerful politicians, has died after a long illness. Mr. Miller, 80, died Tuesday night at his Greensboro home, where he had lived the last three years, Sherrill Bumgarner, director of Hanes-Lineberry Funeral Home, said Wednesday. Mr. Miller, who retired i in 1977, arrived in Washington from his native Pascagoula, in 1933.

From his job as a clerk in the House post office he rose to become the official doorkeeper. His knowledge of what went on behind those doors led to the book "Fishbait," which included accounts of the drinking and sexual exploits of several members of Congress. Mr. Miller's job involved more than guarding doors. He supervised 357 employees and an annual budget of $3.5 million.

He oversaw messengers, pages, barbers and janitors. Mr. Miller was first named minority doorkeeper in 1947, when the Democrats lost control of House. He had competition for the job in 1949, when the Democrats regained majority status, but he wrote personal notes to each member while his opponent sent a mimeographed letter. Phillips, 78, president emeritus of Harry S. Truman College, supervised the physical construction and the development of curriculum of the college. He never served as president of Truman College, but was president of its immediate predecessor, Mayfair College, 4626 N. Knox Ave. Services for Mr.

Mr. Dickinson, a resident of Lake Forest, died July 31 near his summer residence 1 in Charlevoix, Mich. He. was president of the board that operates Brookfield Zoo from 1958 to 1975. A native of Chicago, Mr.

Dickinson graduated from Yale University in 1934 and received a law degree from there in 1937. He joined his law firm in 1938 and became a partner in 1952. Anthony D. Waitekus Mass for Anthony D. Waitekus, 60, of Indian Head Park, formerly of Stickney, will be said at 10 a.m. Saturday in St. John of the Cross Catholic Church, 4920 Caroline Western Springs.

Mr. Waitekus died Wednesday in his home. He was president of Overton Gear Tool in Addison, for more than 30 years. He was a former vice president and senior vice president of the American Gear Manufacturing Association. He is survived by his wife, Irene two sons, Anthony M.

Becker finacial brokerage firm from 1966 to 1979, and was a chief executive officer with the Traveler's First Financial Planners Service subsidiary from 1981 to 1987.

"I'm the man who trouble. by saying, 'Howdy, when was introduced to the Queen of England," he said in a 1982 interview.

Mr. Miller said the incident had involved then-Princess Elizabeth. He said President Harry Truman later told him he had warned the princess Mr. Miller was a support of the community getting opportunities to pull itself up by its bootstraps. Although not all faculty members always agreed with him, he was highly respected by Truman College's origin dates back to 1957 when evening college classes were first offered at Amundsen High School.

Mr. Phillips had been appointed the year before as assistant dean of the developing school. Six years later, his responsibilities were enlarged to include the new Mayfair College.
